I wanted to echo Martha's comments and add that this is a huge opportunity for those selected to attend the conference.  If you have never been, let me tell you this is one of the most fun, education packed conferences.  You'll get a chance to not only hear from some of the biggest names in EP, but you'll also have a chance to come meet and greet many of the Allied Professionals across the US.  Take the first step and apply, because the only people who 100% don't get selected for the scholarship are those that don't apply.
